The documents include approximately one-third of the materials at the time of the donation, which are before the U.S. District Court for D.C. The collection does not contain procedural documents and related documents such as "Friends of the Court" filings nor rebuttal arguments concerning the plaintiffs' application for a 3-Judge court since the application was granted by the Court. Also included are the original complaint, motions by various defendants to dismiss, oppositions to those motions, motions for summary judgment, and affidavits by historians Kenneth R. Biographical or historical data

The Adams v. Clinton case was brought in the US District Court for D.C. seeking full voter representation in Congress, equal treatment and protection from Congress, and autonomous local self-government under the Due Process Clause of the 5th Amendment of the United States Constitution. The three judges of the D.C. District Court dismissed the case and in 2000 the US Supreme Court declined to review the case, affirming the lower court's ruling that denied the Citizens of the District of Columbia congressional representation.
